You don't have to worry about the AI attacking with an Ark and the AI is fairly incompetant with the Vodyani in general. They're scary in the early game, but if the Vodyani uses them to attack they're using what could be a colony to do it. The system in the example is producing total of 1205.4 food with 602.7 being wasted due to the Vodyani trait 436.4 food is being eaten, leaving a surplus of 166.Vodyani Arks are their colonies. In the beginning the essence gain is too low to spend it on pop growth vs Ark cost. That gives a better boost to the essnce income from systems (law+ extra essence modules ). Personally I like to produce 1-2 additional Arks before using Proliferation.
